This is a very good contemporary Evangelical commentary that provides language, cultural, and theological insight into the passage. Unfortunately, application is wanting.

One of my persoanl favorites. The print is small and the read is often technical. This is an older commentary written in the mid- 1800's. It was an epoch when pastors were theologians and were expected by their congregations to think. It has great linguistic exegesis, doctrinal discussions, moral applications, and sermon outlines. It is for the serious student of the Word. Finding hard copies is difficult and beware also for finding the entire NT and OT series is not easy.
F. Godet: The Gospel of Luke
An
incredible find on the internet. This 19th century pearl is full of
cultural, grammatical, and language insights long lost by the popular
commentaries of our day. I have a copy and would suggest serious
students of Luke buy one also. Note that link sometimes has connection
problems.
The Gospel according to Luke: an Exegetical and Doctrinal Commentary
J.
J. Van Oosterzee's Commentary on Luke is another old classic from an
outstanding thinker found in the Lange commentary series. It contains
exegetical, ethical, homiletical, and practical discussions. The link
is to purchase not a live link to the copy like the others.
